Update 2.16 for SkyBill

This article describes the new features, enhancements, and fixes included in SkyBill version 2.16.

New features
Tenant Contract Handling
A new feature has been introduced for managing tenant contracts using the Move-in action. You can now:
- Add a new supply address to an existing tenant contract, or
- Add a new meter point from a Supply Address Card page to a tenant contract.
This is possible for vacant supply addresses or meter points not yet linked to any tenant contract. When using the Move-in action form Supply Address Card page, you can either create a new contract by entering a non-existing contract number or select an existing contract to add the new supply address or meter point to it.
Ownership Contract Handling
A new parameter Ownership Mandatory has been added in Tenancy Setup. This ensures that a landlord contract must exist before creating a tenant contract. SkyBill also enforces consecutive dates between ownership and tenancy start. The Ownership Change Log now includes two new actions:
- Undo Last Entry cancels the most recent change.
- Undo Last Entry and Delete Contract cancels the last change and deletes the associated landlord contract.
Tariff Management
- A new field Row No., has been added to both the Utility Tariff Card page and Utility Contract Lines page. It is visible and editable via Personalization. This field controls the sequence of lines in the Tariff Card page, which is used when creating utility contracts and processing in the Consumption Journal. You can adjust the order of lines in a specific contract without affecting the original tariff. Changes to Row No. in the Tariff Card lines affect new contracts only and require executing Create New Tariff Version and Tariff Implementation.
- You can now cancel a previously executed Bulk Tariff Change. Open the Bulk Tariff Change Log and select Cancel Bulk Tariff Change to undo the action. It will be possible only if no invoices will be created based on the changed tariffs. It is also possible to cancel last Tariff Change Log entry from the Utility Contract card for one contract only.
Feature changes
Tariff Management
Deletion of the Utility Tariff Card is now restricted.
- If the tariff has been used in calculation (linked to Utility Ledger Entries), deletion is blocked.
- If no Utility Ledger Entries exist but the tariff is in use, a warning is shown. Deleting the tariff in this case will also remove all related Utility Contract Lines.
There is an option to use Price Worksheets (also referred to as Supply Address Rates) to differentiate rates based on tariff codes. Moving forward, the term Supply Address Price Rates will be used as the standard terminology.
If you have added new lines in Utility Tariff / Supply Address Price Rates, you can update them to the Utility Contract Lines / Supply Address Price Rates based on the following conditions:
If Applies-to = Supply Address Landlord, only contracts where the Landlord No. matches the Applies-to No. are updated.
If Applies-to = Supply Address Building, only contracts where the Building No. matches the Applies-to No. are updated.
There is a restriction added to the Utility Tariff Card page in cases you want to change components in it. If you want to add or remove components from a Utility Tariff Card page, the tariff must not be linked to Utility Ledger Entries. If it is, a message appears indicating limited modification rights. Full edits require cancelling all related ledger entries.
Tenancy Contract Handling
The Tenancy Change Log has been simplified. It now displays only tenancy-related changes and is no longer linked to the Landlord Contract.
Document Sending
Document Sending options - Print/Send Sales Invoice, Print/Send Credit Memo, and Print/Send Reminders - now exclude deleted records by default. When sending documents by email, any records with a Source Type of DELETED are automatically omitted. The report parameter page now includes a note indicating that deleted records are filtered out using the Source Code field.
Calculate and Invoice
In the Utility Contract > Calculate and Invoice function, a new toggle Reconciliation has been added. When turned on, Start/End Date from page Calculate and Invoice is compared to Start/End Reconciliation Date from the contract lines instead of the Billing Cycle Start / End dates.
Additionally, when uploading data, the field Reconciliation Starting Date is now automatically filled with the Supply Starting Date from the Utility Contract.
Hotfixes
Tenancy Change Log
The Customer Name in Tenancy Change Log field now displays correctly.
Ownership Change Log
The Utility Contract No. in Ownership Change Log is now correctly shown after Contract no. field in Utility Contract card is updated.
Fixed issue a task Undo Last Entry from Ownership Change Log when a Landlord contract has multiple Supply Addresses linked to one Meter Point.
Data Upload Entries
Fixed issue where a Tenant Contract could be created without a contract number. The system now assigns a number from the default No. Series if the field Tenant Contract No. is left blank.
Note
Due to the development of Data Upload Entries you might need to reset fields if you use configuration packages.
Deletion of Utility Contracts
Deletion is now blocked if the Utility Contract has related Customer Ledger Entries within an open fiscal year or with open balances.
Contract Calculation
Fixed an issue where Calculation Type changed from Same reading date to Nearest reading date in special cases.
Estimate Readings
Improved logic for estimating consumption based on previous non-estimated readings and time intervals.
Security Deposits
Clearer error message when Meter Point data is incomplete.
Validations added: Amperes and Supply Capacity must be positive; Security Deposit Terms values must also be positive.
Report Selection: Utilities
Fixed the issue with filtering by Utility Contract No. so it now works in the correct order.
Cancel Utility Credit Memo
Fixed a permission issue preventing the cancellation of Utility Credit Memos in some cases.
